Open-source chat roulette that pairs you with a random person who speaks your language(s) and, if you like, of a chosen gender. Interface in English, Spanish, German, Italian and Russian.
Rand Talk solves the most common annoyance of chat roulettes: getting matched with someone you cannot understand. The bot asks which languages you speak and pairs you only with people who share at least one of them, and you can also ask for a partner of a particular sex.
What makes it unusual in this category is that the code is public. The project lives on GitHub under the AGPL-3.0 licence, and the repository's README links straight to @RandTalkBot, so you can see exactly how matching works and what the bot stores. The interface has been translated into English, German, Italian, Russian and Spanish. The README also describes a referral system: inviting friends earns bonuses inside the bot.
The catch is age. The repository has not been updated since January 2018, and Telegram does not show a monthly-user count for the bot, which it only does for larger audiences, so expect a smaller pool and possibly longer waits than on the busiest roulettes.
Open code does not verify people: your partner can still be anyone, of any age. Keep personal details private and leave chats that turn to money, photos or contacts.

It pairs you randomly, but only with people who speak at least one of your chosen languages and, if you set it, of the sex you asked for.
The bot is live on Telegram, but its public code has not changed since January 2018, so do not expect new features.
The interface is in English, German, Italian, Russian and Spanish, and you are matched with people who picked one of the same languages.
