The bot of EPICSTARS, an exchange for buying and selling ads in social media and Telegram: it connects your channel to the platform, counts its subscribers on a schedule and forwards notifications from EPICSTARS. Useful only to channel owners who sell ads there.
EPICSTARS is a marketplace where advertisers buy placements from bloggers and channel owners across social networks, Telegram included. Its English guide to connecting a Telegram channel uses this bot, and the bot's own description says it counts channel subscribers and sends notifications from ru.EPICSTARS.com.
The connection goes like this: you send the bot the command to connect a channel, forward a post from your channel, and add the bot to the channel's administrators so it can deliver a confirmation code. EPICSTARS stresses that you do not have to give it rights to manage the channel. The platform asks you to keep the bot among the admins afterwards, because it periodically collects the current subscriber count that advertisers see.
Outside that workflow the bot does nothing. Its description is in Russian, and we could not confirm other interface languages.

EPICSTARS says the bot only needs to be listed as an admin to deliver the code and count subscribers; you do not have to give it rights to manage the channel, so leave those switched off.
