This bot's own profile says exactly who runs it: "the official Telegram bot of Moscow's IT department (DIT) for submitting readings of water, heat and electricity meters." That single sentence is the whole point of including it here — in a topic full of bots that merely claim government affiliation, this one's ownership is stated plainly by the city government itself rather than inferred from a plausible-sounding name.

Functionally it does one narrow but genuinely useful thing: instead of logging into the mos.ru portal or a separate utilities app to report your monthly meter readings, you send them directly in a Telegram chat, and the readings go straight into Moscow's municipal system. For a routine monthly chore that most residents would otherwise do through a website form, cutting it down to a few messages in an app people already have open is a real convenience.

It is intentionally single-purpose — this is not a general "ask the city anything" bot, and it won't help with appointments, tax questions or fine checks. Its narrow scope is exactly why it earns some of the highest safety and reliability marks in this file: there is very little it could get wrong, and it is run by the city agency that owns the underlying meter-reading system, not a third party interpreting public data.
