Kaki is the Singapore government's official OneService chatbot on Telegram: describe a municipal problem such as litter, a broken facility or a park issue in your own words, and the AI files it with the agency in charge.
OneService is Singapore's single channel for municipal feedback, run by the Municipal Services Office (MSO), which works with government agencies and town councils so residents do not have to work out who is responsible for a dirty walkway or a broken bench. In July 2021 the MSO and the Smart Nation and Digital Government Group launched an AI-powered OneService chatbot on WhatsApp and Telegram, and @OneServiceSGBot, now called Kaki and carrying Telegram's verified badge, is the Telegram side of it.
The difference from the OneService app is how you report. In the app you pick a category and fill in date, time and location fields. In the chatbot, built on GovTech's VICA platform, you describe the problem in plain words, and the AI predicts what kind of issue it is, then asks for the details it needs. The case is routed to the agency in charge based on your text, location and photos. If the AI cannot classify the issue, you can hand it to a live agent during office hours. Before launch the bot was trialled with 450 residents.
Limits are worth knowing. It only handles municipal issues in Singapore, the interface is in English, and the bot still describes itself as being in beta. For residents who find the app's categories confusing, it is the quicker route.
