The most used ID bot on Telegram, with about 590,000 monthly users: forward a message and it replies with the sender's numeric ID, name, username and language. It started as an open-source project by developer nadam; its bio now credits the media company g.media.
User Info is the bot most people land on when they search for «my Telegram ID». Send /start and it shows your own numeric ID, first and last name and language code; forward a message from someone and it replies with the same details for the sender. That ID is what bot developers need for allow-lists, admin checks and sendMessage calls.
The bot has a history worth knowing. It was published as open source by developer nadam, a small Java app for Google App Engine under the Apache 2.0 licence, and that repository still links @userinfobot. Today the bot is called «User Info • Get ID • IDbot» and its bio credits @dostoyno by g.media, the channel of a team that runs several other bots and Telegram advertising projects. We could not confirm whether the running bot still uses the published code, or whether it shows advertising.
For the job itself nothing is missing: the answer comes instantly and needs no account. If you want the details of media or the raw JSON of a message, GetIDs Bot (@GetIDsBot) goes further. Telegram shows about 588,000 monthly users.

The original code by nadam is still on GitHub, but the bot's bio now credits g.media, and nothing public says whether the running bot uses that code.
When the sender hides their account in forwarded messages in Telegram's privacy settings, the forward contains only a name, so the bot has no ID to show.
