This is the bot for the frame you saw somewhere and cannot place. You send the screenshot, and it searches a database built from anime video itself, then answers with the title, the episode number and the second the frame appears at — usually with a short preview clip so you can confirm it is the right scene.
The engine behind it is trace.moe, a well-known open project for frame search, which is why the answers are specific rather than approximate. Accuracy depends on what you send: a clean frame from the show works, a heavily cropped meme with text pasted over it may not, and fan art of a character will not, because the search is comparing video frames and not drawings.
