What HealthchecksBot does
Most monitors ask whether a site answers. Healthchecks.io asks the opposite question: did the job that should have run actually run? Each nightly backup, report or cron script gets a unique ping URL and sends a request to it when it finishes. You set the expected period and a grace time; if the ping does not arrive, the check turns Down and Healthchecks.io notifies you. The service is open source under the BSD 3-Clause licence, so the same code can also run on your own server.
Telegram is one of its notification channels, and Healthchecks.io's integration page links @HealthchecksBot directly. Start a chat with it for personal alerts, invite it to a group (it gets no access to group messages), or add it to a channel as an admin with only the Post Messages right. Send /start, or /start@HealthchecksBot inside a forum topic, open the confirmation link the bot replies with and pick the project.
The free Hobbyist plan monitors 20 jobs and keeps 100 log entries per job. Business at $20 a month raises that to 100 jobs, and open-source projects and nonprofits can get Business for free.

Not directly: Healthchecks.io waits for your jobs to ping it and alerts when they stop. For a site that should answer requests, use an uptime monitor such as UptimeRobot (@itrinity_ur_bot) or StatusCake (@StatusCake_bot).
Can alerts go to a Telegram channel?
Yes. Add @HealthchecksBot to the channel's administrators with only the Post Messages right, then send /start there and confirm the link.
Can my script send an alert to Telegram right away, without waiting for a missed ping?
Yes. Append /fail or a non-zero exit code to the check's ping URL, for example curl https://hc-ping.com/<uuid>/fail, and Healthchecks.io marks the check as failed and notifies the connected Telegram chat. A POST body is attached to the event as a log.
